section 5 of the ordinance makes it an offence to engage an alien

or a former enemy alien for employment in contravention of the

Ordinance.

15 The power of exemption given in section 3 of the Ordinance was based on the draft bill put forward by the Government of

the Starits Settlements.

The Ordinance refers only to ships registered in the Colony.

In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Majesty and
